How to measure noise level (additive white gaussian noise)

I'm now working one cognitive radio. I need the sensor of the transmitter to sense the noise level of the environment and decide the length of pulse train to be transmitted to represent a bit of data. What type of algorithm can be use to measure the noise level in dB.
